Solutions - Personal data store



Public sector websites, targeting citizens, tend to be organised around the business processes of each individual service teams.  Functionally, these systems typically enable users to apply for services, change personal details and perhaps track the progress of activities. 

These solutions are intended for general use by the public – and in general support ad-hoc, fairly infrequent interactions between central / local government agencies and the public.

Whether these are Local Authority websites or Central Government services (delivered through Direct Gov ) they have been designed to increase process efficiencies by promoting self service.

Although useful, these solutions do not specifically target the needs of the most vulnerable, the most state dependent or those that are digitally excluded. 

In order to support these people a new form of digital solution is required, one that is controlled by the individual (and their nominated carers) and can represent a single holistic view of their needs to service teams.  

Deploying this type of solution will also require that a number of fundamental issues are resolved, for example; who would fund and own this multi agency solution, and how will it sit alongside existing citizen facing websites.

What we offer

By providing a citizen portal, designed specifically to support the health and safeguarding needs of vulnerable people, SpringVault provides a solution that streamlines public sector interactions – delivering efficiencies and improved outcomes.

These benefits are generated by empowering users, for example, to;

  • simultaneously notify multiple agencies of a changes to their personal details
  • record and share personal health data and anti social behaviour incidents
  • grant (and revoke) explicit data sharing consents in order to streamline assessment processes across agencies


In order to address ‘digital inclusion’ issues, SpringVault allows users to nominate personal and professional carers to act as surrogate users.  This network of individuals can then engage digitally on behalf of the vulnerable person, for example, recording or reviewing health data and receiving alerts for their nominee user.

From a local government agency perspective the solution provides a mechanism through which targeted messages can be communicated (for example, ensuring that all high risk older people and critically their care network is informed about flu vaccinations). 

The solution is deployed on a 'Cloud' computing basis at a data centre that is being accredited to sit on the secure GovConnect network.  Because of this approach the solution does not require a big technology integration / implementation project at client sites and can be implemented in a few months.

This technology model enables us to deliver the solution as a fully hosted service at a highly competitive price point.

In summary, the SpringVault allows vulnerable citizens to engage in a more streamlined and constructive dialogue with public sector agencies.  As well as delivering clear process efficiencies the solution also engages wider care networks in a coordinated dialogue, the net result being improved outcomes and earlier intervention when these people are at risk.
